need of tax commissioners and city tax
administrators to obtain accurate bonded
and insured title examinations at low
cost in order to efficiently increase
delinquent tax collections. |

Mr.
Horton began his career in the
title examination field in 1983 here in
Georgia. He gained practical "hands
- on" experience with
such respected local law firms as Gwinnett
Title & Abstract Company (Michael R. Funderburk
/ Attorney at Law). In 1986,
he combined his dedicated experience as
a title examiner with industry insights
to create Horton Title & Abstract Company.
This original firm soon held contracts
with Dekalb, Gwinnett, and Fulton counties
to provide title examination services
on an exclusive basis. |

In
1987, in conjunction with the principals
of the largest real estate law firm in
the state of Georgia, namely Morris
& Schneider, P.C., Attorneys and Counselors
at Law (Randolph Schneider / Arthur Morris
/ Attorneys at Law) Mr. Horton
founded the Standard Title & Abstract
Company Title Insurance Agency. |

As
an authorized title insurance agent for
First American Title Insurance
Company, Standard Title became
the only licensed and authorized title
insurance agency offering this service
in Georgia and broadened the range of
services provided to include a Government
Services Division specializing in delinquent
taxes, thus Horton Title became Horton
Government Services Division, the government
services arm of the company, providing
cost effective services without requiring
upfront fee's or County and/or City general
fund monies to be allocated to the delinquent
tax office for this purpose. |
